Alright; having a discussion here at work (we're really busy)......

The old saying:

I before E except after C.....

wasn't there an exception to this that finished off the saying???

for example ancient obvioulsy doesn't fall under this rule.......

Nor does "weird".

I before E, except after C, or when sounding like A, as in "neighbor" or "weigh".

Is "As Is": Current State

or

"As Is:" Current State

correct for the title of a slide?

Semicolons and colons always go outside the quotation marks.
