Guy thats sits in front of Best Buy

Please tell me what is up with that guy. I have noticed him several times and he sits on the bench in between Game Stop and Best Buy in the park and raps out loud and just starts laughing so hard that little kids were stopping and just watching him. My kids tried to stop and i told them to lets go. I think he was pretty intoxicated. My kids thought that was the funniest thing, they laughed for more than half the way back home. I over heard someone say he was always out there and that the police have been called on him several times, even an ambulance.

Is he homeless? If he's a drunk then that is the problem. My hometown had a few characters that walked around. The ones guy I still think of to this day. He is a vietnam vet and an alcoholic homeless guy and he would walk around everyday reading from the bible. I felt so bad for the guy it still brings a few tears to my eyes. Then there was the crack head who talked and yelled to himself.
