Well, of course Israel is going to say, "No way!" - Then, they will blame Israel again for letting the peace process break down, and a good portion of the media will eat it up. Lets find the problems with this offer:
1) Release all prisoners (and, as always, they mean a good number of their bombers, etc... ) - Yeah, lets repopulate their forces! Screw the war of attrition, lets keep them fully supplied to blow up more buses!
2) They talk about a truce as temporary.
3) Stop hunting us! It hurts! Despite the fact we are taking the time to recoup, replot, and get ready for the next wave.
Hamas wants the total destruction of Israel. Nothing less, as they have said. Even Arafat had mentioned he wanted this (of course, not in the mainstream press -- just off to the side, to the arab world).
So, they set it up to fail, and they will then blame Israel for breaking the idea of the treaty -- which sucks for the Palestinian people that these fanatics hold so much power over them. Of course, they are the ones with the money. They control the purse. Peaceful groups there don't get multi-million dollar infusions from places like Iran, Syria (and used to be Iraq).
