handicap fishing license

I have a friend who is not in the best of health and in a wheelchair who would like to fish. It may be a one-time thing, or if it goes well, maybe 2 or 3 times. Is there a special license for handicap (not senior) people who would not realistically get good use from a regular license. They'd prefer not to go the 'free' fishing days because the easiest shore lines to fish from may be too crowded. Thanks
