help with bleeding umbilical cord

I need help with a pup who has lost it's cord but is still bleeding ...

I tried quick blood stop but that did not work , put a gauze pad on and wrapped it with vet wrap but have a feeling mom is not going to leave it there.. Is there anything that someone can think of to stop it ???

I use plain black pepper on my cuts to clot them up :shrug: maybe try that.
