Nothing wrong with offering early outs. Considering taking it myself, the 10 year wait for a COLA is a tough pill to swallow though.
I know a number of people who've taken MRA+10 in the past few years. I could have, but being a care-giver to my wife made it a little more urgent that I stay working. After she passed, and they offered me a VSIP, I took it. Turns out, that was the right move.

Hope they handle the deferred resignation better this time around.

Despite claims that they are using a scalpel approach instead of a chainsaw, the tactics (this is not strategic) seem to be to cut until things stop working.

A deferred resignation is good if you don't have enough time to retire, even at an MRA. You're still quitting; you just have a longer lead time to find a job, and you're getting paid for it.

I know a couple that took the deferred resignation, one was on the cusp of quitting anyway because he already had another job, not sure if he is getting paid still or not.

Another kept getting told there was no admin leave "yet" so he was still at work when I went out for my eye surgery.

Didn't help there were no details provided at all with the first offer.
