It costs a lot of money in man hours per citation, so unless there is a good offset like grant money, hard to justify the man hours spent. We don't know how many officers were involved, I'll assume a minimum of four cars though. We get 50 stops (Assuming of course, since this is cell phone enforcement, every stop resulted in paper getting written) total for four hours. Were you to conduct speed enforcement at that location during those hours, you could process 30 or more cars an hour. No grant money for overtime so you dont cut into "real police work", then stuff like this doesn't happen.
