All boatswains mates are called bosun'sor just "boats". The chief bosun would be at least a CPO, or maybe even a SCPO. All non-comms. No officers.
I'm old school, though - 1972 - 2005, active and reserve. No telling what is going on now with obama's navy.

I can tell you that in the USCG, the title of "Bosun" was usually reserved for the Chief Warrant Officer Bosun (BOSN2 thru BOSN4).
