Article 23 of the UN Charter establishes the Security Council, the five permanent members are the Republic of China, France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland, and the United States of America. As the USSR was dissolved in 1991 why did Russia maintain that permanent seat? The USSR was made up of at least 15 nations (including Ukraine) yet Russia has the "veto power" to block a Security Council measure on the Russian aggression into Ukraine. Doesn't seem like that is in the spirit or intent of why there is the UN. Maybe that permanent seat, formerly the USSR, should rotate through the previous members or be done away with altogether.
