The amber, or more appropriately the light brown, colored eye comes from the creme gene, (what makes a red horse a palomino or a bay horse a buckskin). Cream gene - Wikipedia, the free encyclopedia

The blue part is the splash white gene. The head/tail and legs are often white, and markings are bottom heavy in splash horses - it's related to the tobiano gene, I think.

Your filly also looks to have the sabino gene, in which the markings are jagged edged and feathery looking and not straight across.
