This being a minor...

The parents for about 95%. The scum sucking, scam artists in the medical community for the other 5%.

Are the "caretakers" her biological parents?
What if she was adopted or abandoned which led to her adolescent mental issues.
Or the State and its' progressive social workers....

Lets not forget her lawyers stand to make a name for themselves and take a piece of the pie....

Did Kaiser Permanente go to her home and take her from that home forcibly to perform this operation or did she voluntarily go to them?

Don't get me wrong , IMO no Doctor or health practitioner of any king should be doing these operations at all, but the person young or old who make the decision to have themselves mutilated is the one responsible.
I could also add that IMO they should seek mental help, but then as i was tying this another thought came to mind.

The Psychiatrists that SHOULD provide that help are as crazy as those needing it because they started all of this acceptance of mentally ill homosexuals and transgenders themselves.
