Chained dogs, puppy mills, people dumping off unwanted pets I can understand...people are stupid, heartless, mean and cruel..but to do this?
To take puppies days old, put them in a water filled trash bag and toss them into a dumpster to drown?
If they do this to dogs..what in blazes do they do to their kids?
