Reddit's IamA Potato Scientist, Ask Me Anything is one I really enjoyed. She says she never eats the potato skins: "in published studies, the skin had the highest amount of pesticide residue. While washing and cooking both reduced pesticide concentrations, peeling is the best bet!"

So you are saying that farmers wont dig up a potato, spray pesticide on it, then replant it back in the ground?

This is an explanation in that IamA:
Apart from pesticides and chemical fertilizers, at harvest time, potatoes are sprayed with a defoliant (herbicide) which kills all the above-ground parts of the plant for easier harvesting by machines. The defoliant also keeps the potatoes from sprouting as easily, if at all.

Why? It doesn't appear to be removing a large amount of potato, I've seen a lot more waste by people using paring knives.What a stunning waste.
