Why can't Bowie pay for its own water infrastructure?

My Dad used to make more or less similar arguments for all cities, states and so forth - federal funds go toward federal projects, but cities, towns and states should be self-sustaining. Because otherwise, you're taking money from someone in some OTHER city, town or state to fix a problem you SHOULD have solved.

ESPECIALLY - the ONE thing cities and states are supposed to make a priority - infrastructure.
