I finally figured out what the problem is. Ever since I installed IE7, it pegs out my CPU for sometimes two minutes at a time at 97-99%. This, needless to say, is inconvenient.
I searched and searched for a solution and today I finally found it:
The Phishing filter.
Even if you have it set not to do automatic checks, it does it anyway and that's what causes the CPU to max out. So I disabled it and viola - no more problems. I have 4 tabs open right now and still speeding right along.
