So is this person assuming that Dell inserted the keylogger into their computer, based on some profiling information or what? I got lost on exactly what he was trying to say their reasons could have been.

The Dell tech obviously didn't know what he was talking about or the guy didn't explain it properly. The service tag identifier doesn't even remotely resemble a keylogger - it's part of your software system, not a separate chip.

And it would surprise me if a local police department would know anything about keyloggers and send this guy to Homeland Security. Typically when you report a computer crime of any type, they refer you to the FBI, who then ignores you.

So this is either a hoax or there's more to the story.

Although furtive eavesdropping on computer activity is certainly possible, the specific tale presented above is nothing more than an example of "government conspiracy" type hoaxlore. It originally appeared on www.chromance.de (from which it has since been removed, although it remains mirrored elsewhere), a site which carried several other obvious hoaxes. The graphics for the article were lifted from another site's page about commercial keyboard loggers, and the purported letter from the Department of Homeland Security appears to be an altered version of someone else's example of correspondence from the DHS.
