Legal foreigners. Makes more sense if the Hispanic guy standing in front of you is presenting an ID with the name Juan Martinez instead of Bob Mitchell.

Another reason legal immigrants should be at least as enraged as the rest of us.

Not discounting your post, but just as an FYI... less than 2% of identity thefts are perpetrated by people who got the info out of the trash. Less than 5% each is from "skimming" cards illegally or internet hacking. The vast majority is done by friends and family of the victim, or from lost/stolen credit cards that are found and used by someone.
