It's unimaginable to see a State that cannot run their air conditioners for lack of p[esent electrical capabilities to be pushing for electric cars that they have to charge wih a grid that is already overloaded.
It is possible it would be different if they had plans to improve their electrical sources---but they don't. If they actually believe that solar and wind are going to improve so rapidly by 2035 they are dreaming. Power has to be produced in abundance and a solar panel with a battery is not going to supply an abundance.
