Attorney General Independent Investigations Div. Releases Investigative Report of Oct. 2021 Fatal Police-Involved Shooting in Baltimore Co.

BALTIMORE (April 25, 2022) – The Independent Investigations Division (IID) of the Office of Attorney General today released its initial investigative report of the October 11, 2021, fatal police-involved shooting in Baltimore County.

On October 11, 2021, at approximately 2:00 a.m., Baltimore County Police Department officers responded to a convenience store in the 6700 block of Windsor Mill Road in Baltimore for the report of an armed robbery. Following the robbery, the alleged suspects fled the scene in a vehicle and crashed approximately one mile away. Multiple people ran from the vehicle following the crash. Lt. Gregory Mead responded to the neighborhood of the crash and observed a man, later identified as Jovan Singleton, who resembled the description of the robbery suspect. During Lt. Mead’s interaction with Mr. Singleton, Mr. Singleton fired a handgun, and Lt. Mead returned fire, striking and killing Mr. Singleton.

The IID concluded its investigation and forwarded its investigative report to the Baltimore County State’s Attorney’s Office on March 30, 2022. The Baltimore County State’s Attorney’s Office notified the IID on April 7 of its decision not to prosecute this case. With its notification letter, the State’s Attorney’s Office provided the IID with additional statements made by Lt. Mead in an interview requested by the State’s Attorney’s Office. The IID will be supplementing its report to include analysis of these statements, and to discuss the context of that interview. The supplemental report will be released to the public after it is completed.

The investigative reports produced by the IID contain detailed investigative findings and an analysis of relevant legal issues. The reports do not make any recommendations as to whether an officer should or should not be charged. A copy of the initial investigative report in this case can be found here. The report has been redacted to protect witnesses’ personal information, parties’ medical information, and material that is potentially relevant to a separate criminal prosecution.

By law, the IID’s report must remain confidential until the State’s Attorney’s Office declines to prosecute, or any prosecution is completed. If the local State’s Attorney declines to prosecute, the IID will release the report, with appropriate redactions for confidentiality, within 30 days of that determination. If the local State’s Attorney decides to prosecute the matter, the IID will release the report, with appropriate redactions for confidentiality, within 30 days of a final judgement.

Independent Investigations Division Releases Supplemental Investigative Report of October 2021 Fatal Police-Involved Shooting in Baltimore County

BALTIMORE, MD (July 5, 2022) –
The Independent Investigations Division (IID) of the Office of Attorney General today released its supplemental investigative report of the October 11, 2021, fatal police-involved shooting in Baltimore County.

On March 30, 2022, the IID forwarded its investigative report concerning the fatal police-involved shooting of Jovan Singleton to the Baltimore County State’s Attorney’s Office. On April 7, 2022, the State’s Attorney’s Office sent the IID a letter indicating that it would not be pursuing criminal charges against the involved officer, Lieutenant Gregory Mead of the Baltimore County Police Department. Attached to the letter was a report by a detective with the Maryland State Police, documenting an interview he conducted with Lt. Mead at the request of the State’s Attorney’s office. The IID’s supplemental report analyzes this interview in the context of all other available evidence in this case. For transparency, the interview transcript and MSP detective’s written report are attached to the IID’s supplemental report.
