Attorney General Independent Investigations Division Investigating Fatal Officer-Involved Shooting in Baltimore City 06-NOV-2022

BALTIMORE, MD (November 7, 2022) - On November 6, 2022, at approximately 3:40 p.m., Baltimore Police Department officers responded to the report of a man with a knife assaulting a woman in the area of North Fulton Avenue and West Lafayette Avenue in West Baltimore. When officers arrived on scene and exited their cruiser, one officer gave commands for the armed man to get on the ground. The man lay on the ground on top of a female while still holding the knife. One officer discharged his firearm multiple times shooting the man. Officers rendered aid until medical personnel arrived. The man was taken to a local hospital where he was later pronounced dead. The woman suffered minor injuries and was treated on the scene. The officers were not injured.

The decedent is identified as 46-year-old Tyree Moorehead of Baltimore.

The Independent Investigations Division will generally release the name of the involved officer within 48 hours of the incident, although that period may be extended if there is a specific reason to believe that an officer’s safety is at risk.

The officer’s body-worn camera was active at the time of the incident. The video will be released in accordance with Baltimore Police Department and Independent Investigations Division policies.

The Independent Investigations Division of the Office of the Attorney General (OAG), the Baltimore Police Department (BPD), and the Maryland State Police continue to investigate this incident.

The Maryland General Assembly, in Senate Bill 600, passed a law mandating that the Office of Attorney General investigate all police-involved fatalities in the State of Maryland beginning October 1, 2021. These investigations are conducted by the office’s Independent Investigations Division, in conjunction with the Maryland State Police. The OAG and BPD have reached an agreement to allow for the Attorney General’s investigation while still allowing BPD to meet the investigatory obligations of its federal consent decree.

Officer Identified in Fatal Police Shooting in Baltimore City

BALTIMORE, MD (November 8, 2022) –
The Independent Investigations Division of the Office of the Attorney General has identified the involved officer in the fatal shooting that occurred on November 6 in Baltimore City.

The officer has been identified as Baltimore Police Officer Zachary Rutherford. Officer Rutherford has been employed by Baltimore Police since March and is assigned to the Operations Bureau. Officer Rutherford has a total of three years of law-enforcement experience.

Body-Worn Camera Video from Fatal Police-Involved Shooting in Baltimore City Released

BALTIMORE, MD (November 8, 2022) –
Today, the Baltimore Police Department released the body-worn camera footage of the fatal police-involved shooting that occurred on November 6 in West Baltimore. The release of the body-camera footage is in accordance with the agreement between the Independent Investigations Division and the Baltimore Police Department for officer-involved death investigations.
