Ronald Reagan went to this same town and told an overwhelmingly white audience that the federal government which investigated this hate crime was too big for its britches and that he and the Republican Party favored "states' rights" -- southern code for opposition to civil rights for blacks.

So the writer interprets favoring states rights is southern "CODE" for opposition to civil rights?? a crock.
