ISO: Freebie WAV -> MP3 Converter

Need a freebie WAV -> MP3 converter. My Shuangs WAV to MP3 Converter will not open the source file, which appear to be a compressed WAV. In fact, the only thing that will play this file is Windows Media Player. iTunes just gives up.

The WAV came off of a Casio EX-Z850, which has an audio recording capability.

Any Ideas?

P.S. Audacity won't work either....
