Look at the times, I know the Bay District Hall wasn't open then, not sure what hours IHOP keeps.
So I would feel safe in asking what a group was doing hanging out at the Bay District hall at 1:52 AM?
What we need here is a good old fashion paddy wagon, put them all in, take them to the jail and hold them for booking.
Then release them once the perp is located.
I'm sure there were no witnesses in either crowd.

I'm pretty sure they have a banquet type room/hall that you can rent. Not sure the hours but my bet is this spilled over from that. IHOP is open 24 hours.

You can rent the hall from 8 am to midnight. IHOP is 24/7. I too have to wonder why there were people on the grounds at almost 2 in the morning. And IHOP is a drug-infested cesspool, especially in the wee hours.

It is sad what that neighborhood has become and Lexington Park in general. I lived in the townhouses across from the hall as a kid in the 70s and it was a good area then. Now it looks like a 3rd world country.
