Except a little case of fraudulently signed speed camera tickets.
1. By MD law ALL automated camera citations MUST be verified and signed by a sworn officer of the department issuing the citation.
2. Officer was on leave for two weeks or so.
3. During this time, one civilian employee of the company sent an email to the company liaison explaining that he and another employee "will clear out the backlog". This can only be done by them using the officers login to review the citations.
4. Officer comes forward, saying he felt it was wrong, and not to come forward would mean he might be expected perjure himself on the stand. So he came forward.
See, enforcement for profit (this program nets %30 of the citys operating budget all by itself) is not a good idea, it screams for abuse in the name of the bottom line. This is not an isolated case, it happens a lot. Remeber in Baltimore, there were thousands of citation signed by an officer after he died. The camera companies and localities.counties lobbied hard to remove the officer review requirement, but that didnt pass, thank god.
