Amazing I say, amazing, that a "news" agency can't get their times correct. 2300 GMT coverts to 1900 EDT. If we were not on DST, then, then it would be 1800 EST. -5 for standard time, -4 for daylight savings time. Should read as 2200 GMT instead.
