May was an action-packed month! We signed a number of bills into law, including the expansion of our innovative P-TECH education program, efforts to bolster protections for student athletes, and the establishment of the Maryland Easy Enrollment Health Insurance Program.​

We also celebrated the Port Covington Chapter 1B Groundbreaking and renewed an old tradition to mark the unofficial start of summer in Ocean City! You can read about these and more below.

As we head into the summer months, I am looking forward to enjoying all that Maryland has to offer, from the mountains of Western Maryland to the beaches of the Eastern Shore!

Governor Hogan Signs Legislation Expanding Innovative P-TECH Program

A bill to expand his signature P-TECH education initiative was among bipartisan legislation Governor Larry Hogan signed to help even more students and families across the state.

The P-TECH model, first implemented in Maryland in 2016, uses a blend of classroom and real-world experience to help students in underserved communities advance to good jobs and successful careers. To date, the Hogan administration has invested more than $2.3 million to develop and operate eight P-TECH schools. House Bill 440—Pathways in Technology Early College High (P-TECH) Expansion Actpaves the way for three more P-TECH schools to be created in Maryland.

“We are proud to expand the innovative P-TECH program to give even more deserving children hope and opportunities,” said Governor Hogan. “P-TECH is one of the most creative and effective approaches to education I have seen. It doesn’t just strengthen our education system, it also strengthens our economy, making it easier for employers to find workers with the right skills to fill in-demand jobs.”​
Chesapeake Bay Blue Crab Survey Shows Strong Growth

Governor Larry Hogan, chairman of the Chesapeake Executive Council, announced that the results of the 2019 Blue Crab Winter Dredge Survey showed that the Bay-wide blue crab population increased 60% from last year, to an estimated total population of 594 million crabs.

“We are proud of our administration’s strong record of skilled environmental stewardship, which begins with safeguarding the Chesapeake Bay,” said Governor Hogan. “Today’s results are further proof and a shining example that our efforts to protect Maryland’s blue crab population, while ensuring the health of our state’s most important natural asset, have been successful.”​


Governor Hogan Promotes Job Fair, State Resources for Workers Affected by Paper Mill Closure


Governor Larry Hogan continued his concerted effort to help the workers and families affected by the closure of the Verso Paper Mill in Luke, Md. In an interview with Allegany Radio Corporation based in Cumberland, Md., Governor Hogan promoted the first job fair to help affected workers, as part of the administration’s ongoing work to provide support, resources, and to seek both state and federal funding and grants. Listen to the interview.

“We understand what a crisis this is and how important this all is to the town and the region and we are on top of it,” said Governor Hogan. “Every single resource of state government is available to the town of Luke, the county, surrounding counties, and our next door neighbors in West Virginia and we hope to have a real success story out of it in the end.”

Many people are familiar with the practice of wearing poppy flowers on Memorial Day, but do you know why we do it?

The practice was inspired by the 1915 poem “In Flanders Fields.” In 1918, just before the end of World War I, an American woman named Moina Michael read the poem and felt particularly captivated by the final verse:

“Take up our quarrel with the foe:
To you from failing hands we throw
The torch; be yours to hold it high.
If ye break faith with us who die
We shall not sleep, though poppies grow
In Flanders fields.”


In her autobiography, Michael wrote that she felt that she was being “called in person by the voices which had been silenced by death,” and pledged to “keep the faith.” She then began to wear the poppy in remembrance and dedicated her life to have the emblem recognized by governments, veteran organizations, and the public. She continued this for 26 years until her death in 1944.​


Lt. Governor Boyd K. Rutherford Celebrates Grand Opening of New Ronald McDonald House in Baltimore

Lt. Governor Boyd K. Rutherford celebrated the grand opening of the brand new Ronald McDonald House Charities (RMHC) in Baltimore City. Since 1982, the Ronald McDonald House in Baltimore has served as an extension of care for six area hospitals. The new 60,000-square-foot Ronald McDonald House will allow RMHC to serve thousands more children in Maryland as they undergo life-saving medical procedures.

“The positive impact that the Ronald McDonald House has on the State of Maryland cannot be understated,” said Lt. Governor Rutherford. “Thanks to their selfless work, children, and families are able to find a home away from home while dealing with tough medical diagnoses and treatments. Having a place to get away where you’re greeted with a friendly smile, a warm meal, or even just a few hours to play and be a kid again, can really make all the difference.”​

Lt. Governor Boyd K. Rutherford Joins Port Covington Chapter 1B Groundbreaking

Lt. Governor Boyd K. Rutherford attended the Port Covington Chapter 1B Groundbreaking event in Baltimore. The redevelopment of Port Covington is one of the largest urban renewal efforts in the nation, designed to include mixed-use development, affordable housing, retail, restored waterfront, and parks and green space.

“As lieutenant governor, and as a Marylander, it is truly wonderful to see how the Port Covington development has grown and progressed over time,” said Lt. Governor Rutherford. “As a public/private partnership, this community serves as an excellent example of what can be accomplished when the public and private sectors work together.”​
