This is 100% true...

Kerry voted to cut intelligence spending by 1.5 billion dollars... Mind you i cant find the intelligence figures for 1995 but i found them for 2004 and they roughly have about 40billion dollars to divide up for intelligence. So if the cut was today it would only be a 3.75% cut that is if the cut was over ONE YEAR, but it wasnt it was for over five years. So that is 300million/year... Which would make it .75% of the budget.... So is it irresponsible? Its pennies... In the end there was a piece of legislation passed to cut CIA spending by 1 billion dollars in a year which was sponsored by a replublican.
