It's the newest incarnation of the Thornton Commission and its Bridge to Excellence. The purpose is to give all Maryland students a 21st Century education. Of course it means an incredible amount of money going to the current non-optimal school systems. That's in addition to all the school systems having to raise their own property taxes to meet the required mandates.
Having said the above, not a damned thing will change as long as those kids in the bottom 20%, which is who this and all other school reform initiatives have been aimed at for the last 30+ years, still go home to their dysfunctional parent(s) who themselves are nearly illiterate.
They deny it all they want but the school episode of The Wire are real life in at least 2 1/2 schools systems.
