CHARLES COUNTY, Md. - Authorities are searching for a registered sex offender who violated the requirements of the sex offender registry. Thomas Evans Payne, 39, of Waldorf, failed to notify the registry of a change of address, the Charles County Sheriff's Office said.

Anyone with information about Payne's whereabouts is asked to contact investigators at 301-932-2222 or Charles County Crime Solvers at 866-411-TIPS.

Look like the same guy to me. Messed up nose...maybe a scar on the chin. The hair (obviously) , and a bit of a different angle make the pics look a little different. Might be a little heavier in one.

What about the 18 year old, who has sex with the 17 year old in Florida? They are registered sex offenders? A detective in St. Mary's County told me about a couple who are married. When the guy was 17, he had sex with the girl who was 13. The guy was charged as an adult due to the nature of the crime. They are now 27 and 23, married with a child. But this guy has to remain on the sex offender registry for the rest of his life. both of the above were consensual.

A guy I know is a registered sex offender and he has a kid by the one who sent him to jail.. He broke up with her just prior to her 18 birthday and she had her parents file charges against him..

Some states have very strict rules dealing with children under the age of eighteen. Which state did your friend live in when it happened, and how old was he?
