Because it was 227 votes? Out of over 200,000? One tenth of one percent?

They can call a race early when the number of outstanding votes is much smaller than the difference.

What IS challenging is that there's so many ways to vote that require time and scrutiny.
I long for the days of the mechanical "booth" - you didn't have to worry about signatures, time stamps and readability.
