Yeah..and so is the US.
Some of those civilian-looking dudes had some serious firepower there....
The recent degree if disintegration has been dramatic...and under-reported of course. Apparently there is very limited electrical power because the utilities ran out of fuel...little things like that can really piss a feller off.
..ran out of money. Yep. Getting real ugly over there.

As SGI noted, wind levels, and hence sea conditions, are very benign along the MD/VA coast compared to ...say..the eastern coast of the UK. Little to no wind here..so little to no seas (and little to no electrical power)...don't need capable crew vessels for wind farms like we'll have.
