Using deadly force could be any scenario in which a police officer is in fear of his life/safety or that of another person. Can be a gun a knife a bat etc...Simply showing the gun can easliy get u shot. Much of it is in the articulation of the events of the officer.

deadly force is authorized for self defense and the defense of others in which utilizing the escallation of force.
In this case it was already at the lethal level due to the individual brandishing a firearm.
self defense of others is a justifiable deadly force action in this case due to in all actuality, the dog "is" an actual police officer
Since the K9 was unable to defend it'self, the armed officer would be authorized to neutralize the threat

I too think it is justified, I was just throwing up the comparsion because after a cop shoots a dog they always emphatic that a dog is just property.
I agree if the cop was in fear for his life he was right to shoot, if he was pissed that the dude shot his dog, not right to shoot. I couldn't careless personally as I am sure the dude was scum.
