What is locked up? Bolt won't go home or will it not come to the rear?

All is well; I managed to clear the jam. It took some percussive maintenance and a bit of WTFO, bottom line is never assume expertise. An “expert” exacerbated a minor problem. This will not happen again.
Keep 'em in the ten-ring!
