Had a nice stroll on the boardwalk at north beach. Posted signs cite safe guidelines but prohibit sitting on the benches, (the flower boxes and your butt is okay I guess.)
Define the differences between loitering (prohibited) and lollygagging while watching sailboats, birds and people please.
