Oliver shop road and Route 6 there is a used horse trailer for sale for $2500. Mr. Morris has it for sale. If you pm me I can give you his # or you can just drive by and get it off the trailer yourself. Its old but its a 2 horse trailer, you can fix it up and make it nice and can be fine to use for what you are looking for.

With those weight limitations you may "need" to look at an aluminum trailer which you'd be hard pressed to find under $3000 perhaps closer to $4-5k. Those are pretty low weight maxs. Please check your max tongue weight, hitch class and that you have electrical breaks hooked up (you'll have an extra controller in the cab of your truck.)

I'm sorry if I'm making assumptions that you don't already know these things but, I'd rather bring it up then not warn you of something that may cause a danger situation.

Some specific brands that you may want to look at are Hawk and Trail-et. Adam's trailers can often be found well priced and in an aluminum or aluminum skin trailer like the Hawks and Trail-ets.

Pre 90s trailers and most stock trailers tend to be steel (heavier but, cheaper) though that's not always true.

If buying from someone you don't know/trust I'd recommend getting the trailer checked out. Trailers should have regular maintenance done but, many people neglect that. I highly recommend Kenny at Saufley Sandblasting: (301) 884-5238 Or, give him a call and see if he knows someone trying to sell their trailer!

One more quick thing. Are you sure your horse weighs 1400pds? Horse weights can have a pretty strange range. I have a 17.2h Percheron stallion who weight a bit under 1400pds and a 16.3h American Cream mare who weighs close to 1700pds. So, you never know but if you're over estimating by a couple hundred that may be good to know.

Good luck in your search. :)
