What kind of drainage problem? A friend of mine had issues with run off from the street creating a mini grand canyon in her yard. She called the county and they fixed her yard and the problem for free.
Issue is grading and drainage of back yard. Needs slight improvement to grade by house with window wells and the storm drains run from house underground to city storm drain nearby.
You do understand that by doing that you change what is considered the "natural" flow of drainwater.
Not sure about your county but here in AA I had to pay to get surveys done to show where the water ran now, and where it would run after. Including the impact it might have on adjoining properties.
If I remember, it was not a cheap process.
I suggest renting a transit, shooting your own elevations, then over the course of the summer, bring in fill one load at a time and redirect your water.
In Charles County, they rubber stamp that sort of thing - no one really checks. Otherwise, there'd have been some issues with the new neighbor raising his lot about a foot and a half and having the entire lot sloped directly onto our lot. Half an inch of rain? Most of our lot will now be underwater. Complain to the county and ask who approved the lot plans and changes in grade? They'll send out a couple of people with clipboards and tell the new owner to "plant grass to slow the speed of drainage" and call the issue closed. /endpointlessrant
Put in a HUGE drainage tube facing National Harbor, get an EZ Pass type system so you can charge people to go through it and two problems solved- drainage and pedestrian access to NH!!
