With the exception of Nixon - it’s been a while since a VP - who lost an election - later came back and won. In my lifetime - only Bush 1 was a VP who won - Biden notwithstanding. (Failing - Humphrey, Ford, Mondale, Gore).
BUT - I can’t recall a VP on a ticket that lost - come back and win at the TOP of the ticket. Ford had Dole - lost. Dole lost. Mondale had Ferraro, Dukakis had Bentsen, Bush had Quayle (in re-election), Dole had Kemp, Gore had Lieberman, Kerry had Edwards - Palin, Ryan, Kane, Pence. Etc.
Notice a pattern? If you take the VP slot - and LOSE - you’re more or less finished.
Gut feeling? Some of the politicians turning down the Harris VP slot are hedging their bets. They know if they ACCEPT - and LOSE - they’re screwed.
