There will be people accepting these ballots and counting them.
In order to check you off in the voter rolls as having voted they have to have your name, and the party you belong to.
The same as when you vote at the polls and you go up and give your name and it is checked off in the books.
The difference is that at the polls you are taken to the booths and allowed to vote incognito. In Secret.
Her the name is right there for them to look at and who you vote for..

More than 534,000 mail ballots were rejected during primaries across 23 states this year — nearly a quarter in key battlegrounds for the fall — illustrating how missed delivery deadlines, inadvertent mistakes and uneven enforcement of the rules could disenfranchise voters and affect the outcome of the presidential election.
The rates of rejection, which in some states exceeded those of other recent elections, could make a difference in the fall if the White House contest is decided by a close margin, as it was in 2016, when Donald Trump won Michigan, Pennsylvania and Wisconsin by roughly 80,000 votes.
This year, according to a tally by The Washington Post, election officials in those three states tossed out more than 60,480 ballots just during primaries, which saw significantly lower voter turnout than what is expected in the general election. The rejection figures include ballots that arrived too late to be counted or were invalidated for another reason, including voter error.

My 94 yr-old mother told me yesterday no mail-in ballot for her. She'll find somebody to drive her to the polling place.

In a survey of mail-in ballots sent during primaries from June 2 to Aug. 13, the agency’s inspector general found that election boards across the country had sent more than one million ballots during the final week of the election, putting those votes at “high risk” of not making it back to officials in time to be counted. Hundreds of ballots were mailed after elections were over — meaning they could not be counted — and only a small percentage used the proper tracking procedures, the audit found.
With at least three-quarters of American voters eligible to receive a ballot in the mail in 2020 — the most in history — and about 80 million mail ballots expected to flood election offices this fall amid the coronavirus pandemic, the findings raised questions about whether the Postal Service would be able to handle the crush of votes.
“While the Postal Service has made progress in preparing for the 2020 general election, there are concerns surrounding integrating stakeholder processes with Postal Service processes to help ensure the timely delivery of election and political mail,” the auditors wrote.

If ballots are rejected at the same rate as during this year’s primaries, up to three times as many voters in November could be disenfranchised in key battleground states when compared to the last presidential election, according to an Associated Press analysis of rejected ballots. It could be even more pronounced in some urban areas where Democratic votes are concentrated and ballot rejection rates trended higher during this year’s primaries.
“It is the number one thing that keeps me up at night — the idea that voters will do everything they can to ensure their ballot is returned on time and the system will still fail them,” said Michigan Secretary of State Jocelyn Benson.
Ballot rejections occur even under the best of circumstances. They go uncounted because they arrived too late in the mail, voters forgot to sign them or signatures didn’t match the one on file at local election offices.
Those problems could be compounded this year as millions of voters cast mail-in ballots for the first time because of election changes forced by the coronavirus. Large numbers of uncounted ballots could be used to sow doubts about the election; President Donald Trump has been claiming for months without evidence that widespread mail-in voting will lead to fraud.
The sudden leap is worrisome: 22 states are going from absentee ballots comprising less than 10% of all ballots four years ago to perhaps half or more this November. Pennsylvania is among them: Nearly 51% of all votes cast during its June primary were mail-in.

More Than 1,600 New Jersey Primary Ballots Found In ‘Mislabeled’ Bin 2 Months Later
County officials in New Jersey tallied more than 1,600 uncounted ballots from the state’s July primary after finding them in a bin last Thursday.
The votes were reportedly placed in a “mislabeled” bin in a “secure area” of the county election office, according to the New Jersey Herald. Sussex County Board of Elections Administrator Marge McCabe maintained that the 1,666 extra votes did not change the outcome of the July 7 primary race. “The Board of Elections is confident that all ballots received have been processed and the security of all the ballots has remained in place,” she said.

Police in Greenville, Wisconsin, found three trays of mail, including absentee ballots, in a ditch.
The Outagamie County Sheriff's Office discovered the trays in a ditch on Tuesday morning, near Appleton International Airport, according to WLUK. The mail was returned to the U.S. Postal Service, and an investigation is underway.
"The United States Postal Inspection Service immediately began investigating, and we reserve further comment on this matter until that is complete," USPS spokesman Bob Sheehan told WLUK.
At the time of publication, the Postal Service had not returned the Washington Examiner's request for comment.
