Didn't watch the whole thing, but how is this different from normal off-shore wind farms? They can be further off-shore by using the island as a waypoint?

It's a matter of scale. Those "islands" provide the enabling platform for supporting far larger turbine grids (or "wind farms") than the current approach does, which is limited by logistical realities to around 75 turbines per "farm".
