Man standing on Rt. 4 talking on cell phone

Did anyone see the man standing in the southbound lane of Rt. 4 at White Sands intersection on Saturday. We almost ran right into him. There was an SUV in front of us. The SUV quickly swirved to the right lane to miss from hitting the guy. We didn't see this guy there until the SUV switched lanes. It was crazy. This man looked at us like we did something wrong. He looked disturbed. I called the police. Aparently others did also. I wonder what he was thinking just standing there like that without a care in the world.
