Maryland Flag AND U.S. Flag at Half Staff

Governor Martin O'Malley has ordered the United States and Maryland State Flags flown at half staff on Tuesday, March 25, 2008, from sunrise to sunset. This is in memory of Army Staff Sergeant Collin J. Bowen of Nottingham, Maryland, who died on March 14, 2008, while supporting Operation Enduring Freedom.

Once again, MOM cannot order the American flag to flown at half staff.

Flying the flag at half-staff is an area of flag etiquette that most people want to make sure they get right. It is also an area for which the road to error is routinely paved with good intentions. With that in mind, we offer this refresher course as the all-important intersection where knowledge meets benevolence.

FLYING THE FLAG AT HALF-STAFF: The pertinent section of the Flag Code says, "by order of the President, the flag shall be flown at half-staff upon the death of principal figures of the United States Government and the Governor of a State, territory, or possesion, as a mark of respect to their memory. In the event of the death of other officials or foreign dignitaries, the flag is to be displayed at half-staff according to Presidential orders, or in accordance with recognized customs or practices not inconsistent with law.

In the event of the death a present or former official of the government of any State, territory, or possession of the United States, the Governor of that state, territory, or possession may proclaim that the National flag shall be flown at half-staff." The code also includes other related details including the specific length of time during which the flag should be displayed at half-staff, in the event of the death of a "principal figure"(e.g., 30 days for the death of a sitting or former President, 10 days for the death of a sitting Vice-President,etc.).

GOOD-FAITH MISUNDERSTANDINGS: Although the code is actually pretty clear, confusion continues to occur. For example, U.S. Attorney General Janet Reno recently ordered the American Flag flown at half-staff on all U.S. Department of Justice buildings, in honor of several DEA agents who had died. While NFF understands this gesture, the Flag Code does not give Attorney General Reno the authority to issue that order. Closer to NFF's Pittsburgh, Pennsylvania home, Mayor Tom Murphy ordered all flags flown at half-staff to honor the victims of a plane crash. Here again, a well-intentioned gesture, but one for which no authority exists. NFF points out these "good-faith misunderstandings" not to criticize or embarrass anyone, but rather to head off a growing trivialization of this memorial salute, and to preserve the dignity and significance of flying the U.S. flag at half-staff. To any readers who may think that NFF is insensitive for raising these breaches of etiquette, please be assured that our motives are pure. We grieve these human loses deeply; however, we believe proper respect for our flag must be maintained - no matter the circumstances.

So a soldier is a "present or former official of the government of any state"?

I guess because Reno is not a governor she wouldn't be able to make the order stick?

I'm sure this man was amazing, but what about the rest of the soldiers? Why not half staff for them? Has he done this in the past for other MD soldiers?

I think only because it was for an official or past official. This man is not an official.

In the Governors opinion, he was an official. The Governor believes that SHA workers who die are also "officials."

I would agree that this does not meet the definition, but it is not up to us. This man definitely deserves to be honored more than highway workers do.

Besides, the flag code is not enforceable. You can violate every single part of the code and no action can be taken against you.

Yes he has, but that is not the point.

It was a simple question. I was interested in knowing if he had done this before. I like the idea. Forgive me for going "off topic" of "the point"...posts never go off topic on these forums. :whistle:

That is were most problems begin .... breaking the rules 'cause you can. :shrug:

Given that information, I agree. The original post said Army, so I assumed he was regular Army, not National Guard.

You'd think the governor's order could have included that bit of information. :ohwell:

Now that all this talk has come about because of a flag flying 1/2 staff...and it has brought the war back into our day to day life...perhaps we can pause and remember all those daughters and sons that HAVE died and not had a flag flown at 1/2 staff for them and to honor the life they gave.

You did not die...and no one is complaining about who you are or what you did to deserve the 1/2 flag.

Remember his family and take a moment to give thanks for the many who died to give you all the freedoms you take advantage of.

kom...call M.O.M.s office and complain...and then call this soldiers family and offer your thanks and prayers...and that you fled a complaint w/ MOM office because they flew the US flag at 1/2 staff for him,...and you do not like that it was done for some unoffical dead man.

Well, that tidies every little thing up. Let's not forget we are celebrating a milestone (5 years in Iraq) today and Old Glory should be at half mast all over the country, not just for this hero but for all the troops who have lost their lives there.

I've flown my flag at half staff twice now for people we have personally known that have died in combat. I'm not too worried whether it was "official" or not- it was out of respect for somebody we knew.

While I support this war... I would suggest that your use of the word "celebrating" is in bad taste.
