Maryland Flags

Why are the Maryland flags at the Loveville MVA and Banaker Elementary School at half mast yet the ones at the College in Leonardtown and at the Governmental Center are fully raised?

Voter, that's a logical explanation and probably it. Just was strange that 5 minutes down the road they were different.

My guess is because of the State Policeman that was killed. They should be half staff at all State Agencies (MVA is State).Maybe the school did it out of respect for the fallen officer as the County should have. (But didn't)
