Maryland MVA Moving to Appointments Only

I am sure hoping this is temporary. I can't imagine how absurd it will be to schedule an appointment months in advance and yet be on the hook for a stolen plate.

Oh yeah better keep the local constable at the door because when Da'Sehawayn and Juan'itza pull in with no knowledge of this and demand their little John'ies get his license and tag now, nothing to see here folks, move along.
 
I suspect this will happen:
Current appointment program works smoothly. Expand it to include all transactions.
New appointment program working well. People happy.
Starting to get a backlog of customers, appointments need to be scheduled too far in advance, so increase the number of clients per hour by 50%.
New new appointment schedule running fine, but some people not showing up, so holes in the schedule. Begin overbooking.
Overbooking taken to extreme, people now waiting for a window as long as they had been before the appointment system. People not happy.

This will be their answer.

And now the test to find out how quickly the system will be overloaded and crash with the MVA lobbying for more cash to upgrade the system for millions more users at the same time.
