What is a farm preservation easement. Does this mean the state owns the property but the farmer still farms it?

What is a farm preservation easement. Does this mean the state owns the property but the farmer still farms it?

The state is just buying the building/development rights from the property. The landowner/farmer still owns the property but can not build on it in perpetuity or unless the development rights are bought back from the state at a later time at the going rate.

No I was not. Not a believer in the program - another government handout that I try to avoid but sometimes it is unavoidable.
