So I guess last month's announcement by the Maryland Board of Education about mask mandates in school wasn't really official until now. But I'm a bit confused by the headline in the article.

I had not realized that Gov Hogan called a special legislative session to vote on the mask mandate. But as you read the article, it states that the Joint Administrative, Executive and Legislative Review (AELR) Committee voted and approved the mandate today. So who is this committee made up of - lawmakers?
