The commentaries say that Jesus was looking over Jerusalem and crying. They point out that Jesus only cried twice, once over the power of death when He brought Lazarus back and again here. Jesus didn't want Jerusalem to fall. He loved these people and this place.
Prophets had been put to death. Christ's own followers would be put to death. Even though Jesus knew that He would be put to death by these people, He still cried for them. He still talked to them.
Daniel prayed for Israel, knowing their fate after the angels explained it all to him. Jesus cried for Jerusalem, knowing their fate. The Son of God knows the future. He doesn't need an explanation.
