Cliff notes: Been a huge increase in scooter/motorcycle theft, which isnt the issue so much as the fact that these thieves then use the scooters to perform a host of other crimes. When it was simple phone/purse snatching, the heartache level was pretty low. But now it's escalated to the point where they physically attack the victim, to include knife, club. acid being used as weapons if the victim resists. So the police have been using a new tactic called "tactical contact". Basically knocking the scooter down with the bumper of the cop car.
Amazingly, the comments, especially the ones by Brits, and Brits who are motorcyclists are overwhelmingly in favor of this.
