I had a GS type tell me that if they fired half of the employees in his office on a Friday, that on Monday morning, it would be pure chaos in the office. Because those not fired would be going through the desks of those that got fired. Then come Tuesday, it would be business as usual. So yes there are actually non essential employees. Most of them get paid directly from Uncle Sam.
