Natural...

...the guy is ripped; lots and lots of sit ups, good diet, regular work outs, not blown; abnormally large in chest or arms or thighs.

For all his muscle tone his not particularly thick anywhere. This kid clearly has very low body fat which enhances muscle appearance, adds definition.

I vote clean.

As for the other kid, I'm not saying superman isn't unusual, just that he's 'normal' unusual. The little guy is just normal.
