Sales of liquor are to be restricted on Navy bases to try to reduce sexual assaults and other crimes, the leading Admiral has said.

Chief of Naval Operations Admiral Jonathan Greenert has ordered a series of changes to the way alcohol is sold on bases, including a ban on sales in its mini marts and restricted selling times at other stores.

'It's not going to fix everything, but it is a real step in the right direction,' David Jernigan, Johns Hopkins University's director of the Center on Alcohol Marketing and Youth, said.


'Historically, the military, as elsewhere, has viewed these problems as individual problems to be dealt with by identifying the individual with the problem. While that's important, the research shows it's much more effective actually to look at it as a population problem and to deal with things that are affecting everybody across the population,' he said.

The changes, which include not selling alcohol between 10pm and 6am, are the latest addition to a broader alcohol education and awareness program that appears to have had some success.

This will only serve to curb the monetary input to the MWR from reduced sales of booze in the NEX. It will however, drive the outside economy by increasing the demand for more liquor stores (God knows we could use some more here in St. Marys), and carry on the recent march towards PCing the Navy into extinction. No shooting down someone elses aircraft, no fighting over open sea lanes. Everyone just get along and do it soberly. After a long deployment or career milestone we can all gather around for some tea and cucmber sandwiches. Crust optional (for now).:alkies:

Only one place on this base I know of that's even open after 10pm and that's the club. No Chief's Club anymore, no Enlisted Club, etc. This base won't see much of a change.

Didnt I see a thing on the Navy Times a few weeks back about "Punish the dirtbags, not the rest of the Navy"?

Clubs are not the issue - it is retail sales - the gas station/mini mart sells a lot of booze - or future past tense, sold...

Neither are open past 10pm or before 6am. Don't think the gas station opens until 6 or 6:30 and believe it or not there are folks that work a grave shift and when they get off work would like to go buy a cold beer at 6am. The Navy is just killing off business. :shrug:

Sounds like "Tailhook" again. All hands including enlisted, officers and civilians paid for the sins of a group of drunken officers.

My question is how are they going to implement such ideas on facilities like Join Base Andrews Naval Air Facility Washington. Is the new Shoppette on base supposed to follow USAF Rules or USN rules? Same question applies to Joint Base Anacostia Bolling and any other Joint Basing facility.

Speaking as a former drinking sailor, I knew how to do what I had to do within schedules. If it was between 2200 and 0600, I probably didn't need to buy any (more) alcohol that night. As for the sexual offense thing, having been around sailors in their late teens and early twenties, we all knew who the potential and actual offenders were. It wasn't hard to live a relatively safe existence, whether male or female, with a little commonsense....oh, I see, never mind....

Under the new rules the mini mart will not have hard pops - you will have to wait until the main store opens at 9 or 10. I think beer and wine will still be available. I read it when I was drinking my morning Crown and now can't remember all of what it said...
